Identifying the root causes of the human rights problems

Look at the list again and divide it into root causes:

• discrimination
• lack of participation
• lack of access
• lack of resources

Allocate the rights issue to the appropriate column

With a good understanding of the core and normative content of each of the rights in the Covenant it becomes possible to identify the areas that need closest attention.

Such an analysis will of course depend on information, Some of this may not be initially available but one critical source is those whose rights are denied.

This points to the importance of maintaining close contact with the rights claimants and providing them with a voice and with a platform
