Governments Are The Duty Bearers

Do not lose sight of the fact that the principal duty bearer is your own and the donor government. The point of the exercise in approaching the donors is two-fold:

1. To focus the donor's own programme on the realization of civil, cultural economic, political and social rights;
2. To convince the donor to encourage your government to rethink its priorities with regard to the human rights of the poor.

This may also have direct implications on the way that the IFIs impose conditions on your government and the responsibilities of the donor as owner of the World Bank and the IMF.
