Progressive Realization The drafters of the International Covenant on Economic, Social and Cultural Rights were not unmindful of the resource implications for governments in the realization of the rights in the Covenant. Accordingly, the Covenant refers to the "progressive realization" of the rights. This is a recognition that poor countries with limited financial and human resources might find it impossible to act on all the problems in the country and that therefore some economic and social rights might continue to be denied. |
