International Cooperation
An important aspect of Article 2 in the Covenant is that it specifically refers to technical assistance and cooperation. Thus donor governments - that is, those of the developed countries - are legally bound as well to provide assistance to realize the rights in the Covenant in the countries to which they provide aid and elsewhere.
