The Obligations Of States It is widely accepted that there are three principal obligations on states for the realization of human rights. These are the obligation to respect human rights, to protect human rights and to fulfil human rights. Each of these have a specific meaning in international law and this meaning has been clarified by the Committee on Economic, Social and Cultural Rights, the body responsible for overseeing the performance of governments in implementing the Covenant. |
