FULFILL The obligation to fulfil a human right requires the government to take measures to realize each of the rights through budgetary and administrative policies that enable all to access their human rights entitlements. This might either be through "facilitating" the realization of the right through engaging in activities intended to strengthen people's access to and utilization of resources, or by directly "providing" services or assistance in those cases in which people are not able to enjoy their rights for reasons beyond their control. |
